Program Compliance
Ecology Action is a Third-Party Direct Install (DI) Implementer and rebate administrator for PGE Government Partnership and Commercial Programs. As such, Ecology Action is required to follow California State guidelines for lighting retrofit measures with custom savings and rebates as well as PG&E’s required processes for deemed and custom measure rebates. When deemed or custom DI measures are reported to PG&E for savings and rebate approval, they are subject to random selection for field inspection by PG&E’s Central Inspection Program (CIP) to determine if the quantity and type of measures submitted matches the quantity and type of measure installed.
Additionally, if the CIP-selected project contains custom measures (MLTG on Work Order), PG&E will perform a Technical Review (TR) of:
- the savings and rebate calculations and
- any documentation and photos submitted to support the Accelerated Retirement savings claim.
Contractor Partners play an essential role in supporting CIP and TR approval!
- CIP: Submit Final Change Orders for all quantity or product scope changes.
- CIP will verify each specific measure installed and will fail the rebate application if quantities or product type does not match
- Technical Review:
- Submit Photos of Existing Equipment for MLTG projects
- Refer to the Photo Punch List at the back of your original Work Order
- Need photos of each unique
- Area – lights in operation if not on photocells
- fixture type (showing height >15’ if high-bays)
- lamp with closeup of existing wattage
- Backstock photos show additional evidence of accelerated retirement
- Submit the Customer signed Project Completion Form (PCF)
- Submit Photos of Existing Equipment for MLTG projects
Full compliance with the requirements listed below is essential to produce an accurate estimate. Ecology Action’s obligation to provide a rebate is determined exclusively by the Energy Efficiency Proposal, including all attachments thereto, and the Work Order Agreement, each of which must be completed before any work is performed. PG&E as the rebate administrator may withhold payment if the following requirements or other eligibility criteria are not met. Only LED replacement technologies are eligible for use with this Tool. No CFL, Induction, Halogen or PSMH lamps may be used as replacements.

All retrofits must be in a 1:1 ratio (no fixture removal or addition). The actual rebate cannot exceed total project cost. Double-dipping is not permitted. Measures for which the Customer has received additional incentives offered by local or state entities, PG&E, or other utilities are not eligible. The contractor must collect a Site Access Agreement prior to conducting an audit and provide the signed Agreement to Ecology Action to receive a rebate proposal. For all products qualifying for rebate via the MLC methodology, a contractor must provide pictures of the existing equipment as follows:
- Energized and in good working order
- Corresponding photos of lamp wattage labeling
- For any high output linear fluorescent fixture, a photograph of the high output ballast
Customer Requirements
The availability of rebates estimated by the Tool is subject to all limitations of the applicable PG&E program as administered by Ecology Action, including but not limited to the following:
- Customer must receive power from PG&E
- Customer must have a minimum of 12-month usage history
- Customers with solar generation may not be eligible
- Customers of Energy Watch programs (AMBAG, San Francisco, San Mateo, Silicon Valley) must have peak kW demand <200 kW
- No free riders. Customer’s decision to proceed must be based on availability of rebate
Ecology Action does not tolerate disruptive behavior and exercises an absolute discretion in determining when such behavior constitutes removal or exclusion from Ecology Action programs. Any vendor with a history of, or demonstrating disrespectful, aggressive, or otherwise disruptive behavior towards program participants, Ecology Action staff, utility client staff, local government partners, or any other individual related to an Ecology Action program, is subject to immediate exclusion or removal from all Ecology Action programs.
